OVERVIEW
For any long range plan to be effective, it is important that the plan have
an overall thrust, direction or objective. For the Salisbury 2000 Strategic
Growth Plan, the overall objective is to allow for continued economic
development while maintaining and enhancing the area's environment and quality
of life.
The Policies and Growth Strategy Map set forth in the Plan together
articulate a growth strategy that is consistent with the overall objective.
Generally, the Salisbury 2000 Strategic Growth Plan...
- .. Encourages new economic development when such development will
enhance the lives of existing residents.
- .. Seeks to protect the usefulness of the Planning area's existing thoroughfare
system.
- .. Employs water and sewer service extensions to reward
developments which support a compact urban growth pattern.
- .. Favors the careful placement and buffering of major industries in
the Planning Area.
- .. Encourages commercial development to occur in planned clusters,
rather than in undesirable strips.
- .. Recommends that office and institutional development be used as
a transitional land use between residential and more intensive land uses.
- .. Supports the protection and enhancement of existing viable neighborhoods.
- .. Discourages urban land development from "sprawling" into
outlying rural and agricultural areas.
- .. Encourages planning for future park, open space, and greenways in
advance of urban expansion.
- .. Supports the identification of important architectural and historic
resources, and encourages their active use.
- .. Seeks to promote community appearance as an important economic
and quality of life indicator.
- .. Establishes environmental quality as a priority in public and
private development decisions.
- .. Continues to support downtown Salisbury as the cultural and historic
center of the Community.
- .. Calls for improved planning coordination among local
governments, developers and the public in making growth and development
decisions.
The above statements serve to highlight some of the broadest and most
significant policies contained in the Strategic Growth Plan. The reader is
encouraged to consult the full text of the plan, however, to determine specific
policy positions of the City of Salisbury.
