Neighborhood Revitalization provides a framework for the city’s housing and
community development pursuits. The plan charts a course for how the City

Partnership funds received from the U. S. Department of Housing & Urban
Development. The five-year plan was developed with extensive input from
residents of the city’s revitalization areas and from public service
agencies that serve low-moderate income households, special needs and
elderly populations, homeless populations and residents of public housing.
Annual Action Plan activities must be consistent with the priorities and
goals identified in the five-year Consolidated Plan.
