About Community Development

The City of Salisbury Community Planning Services Department facilitates neighborhood revitalization in the City's more economically stressed communities through overall master planning, historic preservation, small business development, as well as planning for recreation facilities and community centers.

This City of Salisbury receives funding from two federal programs under the US Department of Housing and Urban Development--the CDBG (Community Development Block Grant) Program and the HOME Program.  The HOME funds are from a regional consortium that consists of the counties of Cabarrus, Iredell, and Rowan. The City has received funds directly from HUD.

These funds, received July 1 every year, are utilized in conforming to three national objectives.

1) Benefit to low and moderate income persons

2) Eliminating slums and blight

3) Other community development needs having a particular urgency


 

The City of Salisbury has selected four neighborhood revitalization areas for community development funding:
Park Avenue, West End, East End and Jersey City.

Annual Action Plan

Community Development staff conduct at least two neighborhood meetings in February to receive comments and proposals from citizens and public service organizations regarding use of funds. A public hearing is scheduled in early March at a regular meeting of the City Council. The budget is then developed based on public input received during these meetings and other identified needs. The budget is normally considered by the City Council in early April and then made available for additional public review and comment for 30 days before it is submitted to HUD in May. Five-Year Consolidated Plan

The 2010-2014 Consolidated Plan for Housing & Neighborhood Revitalization provides a framework for the city’s housing and community development pursuits. The plan charts a course for how the City will invest Community Development Block Grant funds and HOME Investment Partnership funds received from the U. S. Department of Housing & Urban Development. The five-year plan was developed with extensive input from residents of the city’s revitalization areas and from public service agencies that serve low-moderate income households, special needs and elderly populations, homeless populations and residents of public housing. Annual Action Plan activities must be consistent with the priorities and goals identified in the five-year Consolidated Plan.

Housing Programs

The City of Salisbury partners with the Salisbury Community Development Corporation (CDC) to build and rehabilitate affordable housing and to assist first-time homebuyers who earn less than 80% of the median income.

NOTICE CONCERNING RECOVERY ACT FUNDS
Substantial Amendment to FY2008 Action Plan
Regarding Use of CDBG-R Funds

The City of Salisbury is eligible to receive a special allocation of Community Development Block Grant funds (CDBG-R funds) appropriated under the American Recovery and Reinvestment Act of 2009. The city may receive $82,747.00 pending approval of a budget and action plan amendment by HUD. Because of the urgency to put these funds to quick use, HUD is reducing the period of public comment from the usual 30 days to 7 days. The Action Plan Amendment is due to HUD by June 5, 2009.
